UNESCO's Memory of the World program was establised in 1992 "to protect and promote the world's documentary heritage through preservation and access. These two tasks complement one another, for access incites protection and protection ensures access".
Vanuatu was represented at the UNESCO Memory of the World Regional Meeting for Asia and the Pacific, held in Manila in the Philippines from the 7th to the 9th November 2005, by the Director of the Vanuatu Cultural Centre, Ralph Regenvanu.
This meeting established a framework for the future growth of the Memory of the World (MOW) program in the Asia Pacific region, formally establishing the MOW Regional Committee (MOWCAP), electing its first Bureau and establihsing its subcommittees, adopting a new set of statutes and operational rules and putting in place a set of criteria for a new regional register of documentary heritage. Vanuatu intends to establish its first Memory of the World National Committee in 2006.
